Tip of the Month: TPA Reminder for Holiday Gatherings

With the holidays coming, organizations should keep in mind that Temporary Place of Assembly (TPA) permits are required for those big holiday parties and gatherings.

The New York City Department of Buildings (DOB) requires TPAs when a space does not have a Place of Assembly Certificate of Occupancy (PACO), and the event meets these criteria:

  • 75 or more people in an indoor space
  • 200 or more people in a confined outdoor space
  • When the expected attendance exceeds the approved occupancy for an existing Public Assembly space.

A few tips for filing a TPA:

  • File TPA requests with the DOB at least 10 days before the event date.
  • Requests filed within 10 days of the event incur a $100 penalty for each day after the 10-day cutoff.
  • Requests within five days of the event are not accepted.
  • To file for a TPA, submit a request letter and a drawing that specifies the layout, fire protection details and other relevant information.
