Get informed on the latest FDNY updates: Local Law 195

On June 2, 2019, Local Law 195 took effect and significantly changed up the FDNY filing submission process. Below we break down the important changes you need to know about.

What is Local Law 195?

Local Law 195 of 2018 mandates that all new filings for the following work types are to be independently filed at the FDNY:
 
  • Fire Alarm Systems (FA)
  • Fire Protection Plans (FPP)
  • Fire Suppression Systems (FP)
    • Range hood
    • Alternative (Non-water)

Yes, you read that correctly. There will be no more DOB filings for new FA, FP, and FPP filings. It’s a one-stop-shop now.

In the past, applications were filed at both the Department of Buildings (DOB) and the New York City Fire Department (FDNY). The reason behind why they required dual filing was so the FDNY could record and track their filings within the DOB’s Buildings Information System (BIS). As the DOB has been working to phase out the BIS and transition to their new computer platform (DOB NOW), the FDNY has been making moves of their own to bring their filing process into the digital age. Beginning earlier this month, the FDNY officially began offering online services through their new portal, FDNY Business.

What has changed?

Being that the FDNY is no longer going to be using the BIS system, FDNY applications will no longer have a nine-digit BIS number. Instead, FDNY filings will be tracked through the FPIMS generated number (account number) that is issued at initial filing.

Additionally, a Letter of Completion (LOC) will no longer be issued and PW-7 forms will not have to be submitted for FDNY-only jobs that were filed after June 2, 2019.

**Please note that existing applications filed before June 2, 2019 are unaffected by these changes. They will still go through both the DOB and FDNY agencies and will go through the current sign off process.

What is new?

TM-1E Form

FDNY has released all new revised forms for the TM-1 permit application form and other applicable FDNY forms.
 
The TM-1E form now has the following requirements:
  • ACP-5
  • Landmark
  • Flood hazard areas

Online Filing

Beginning Tuesday, October 15th, 2019, FDNY services for all new Emergency Planning and Preparedness applications and amendments to the below types must be submitted online through FDNY Business:

  • Comprehensive Fire Safety and Emergency Action Plan
  • Fire Protection Plan
  • Fire Safety and Evacuation Plan
  • High-Rise Residential (Non-Sequential Floor Numbering) BIC

**Plans filed prior to October 3, 2019 will follow the previous process for approval.

While the FDNY’s new online system aims to expedite the plan review and submission process by removing the additional step of filing at the DOB, users may face some initial growing pains while navigating the new system.
