Reminders: Façade Safety – Site Inspections & Cycle 7 Amnesty

The spring season has been a busy time for façade safety. The BEST Squad has passed the torch to the Scaffold Safety Team, and owners that didn’t file a report for Cycle 7 have a chance to avoid further violations and fines.

Site Safety Inspections for Façade Alterations

In case you missed it, effective March 2015, the BEST Squad relinquished responsibility for routine safety inspections for façade alterations. Now, the Scaffold Safety Team will ensure site safety compliance. They will also handle the following:

  • Requests to remove sidewalk sheds
  • Requests to remove projects from the Site Safety Program once work has been completed

To request removal of Site Safety façade jobs, send an email to sstswsssremoval@buildings.nyc.gov.

Amnesty for NRF Cycle 7 Owners

Those building owners who should have filed a Façade Inspection Safety Report (FISP) for Cycle 7 but didn’t (thus incurring NRF status for No Report Filed) can file an early Cycle 8 report as part of a Department of Buildings (DOB) Amnesty Program. Early filing will allow owners to administratively close Cycle 7 with the Cycle 8 report and avoid further violations and fines.

Any late fees, civil penalties or ECB fines resulting from failure to file during any previous cycles must be made by the time of filing.

The following program rules apply:

  • The amnesty period will be effective May 1, 2015, through June 30, 2015.
  • Cycle 7 NRF owners may file during the amnesty period, regardless of the assigned Cycle 8 Sub-Cycle (A, B or C) filing period.
  • Submission of the report requires the standard filing fee.
  • No filing fee is required for administrative closure of Cycle 7.
