Reminder: DOT Holiday Construction Embargo

A special Holiday Construction Embargo will commence on Friday November 20, 2015, from 6:00 a.m. to 11:59 p.m., and again from Monday, November 23, 2015, from 6:00 a.m. through Sunday, January 2, 2016, 11:59 p.m. Roadway and sidewalk construction activities will be restricted during the embargo period on selected streets.

For information on which streets fall under the embargo, please reference this announcement from the Department of Transportation (DOT).

Unless an existing permit already has a stipulation of “410,” the permit is suspended during the embargo period when working in the affected areas.

All permittees must comply with this embargo unless a special waiver is granted by the Office of Construction Mitigation and Coordination (OCMC). Waiver requests must be filed by November 13, 2015, in the Permit Office by filing a “Request for Roadway/Sidewalk Permits During Embargo Periods” and submitting supporting documentation. Waivers are not required for ongoing construction permits that already include the “410” permit stipulation.

Waiver requests should only be submitted for critical reasons for a specific project. If a waiver is granted, the applicant will be notified so they can apply for the approved permits.

Prior to this embargo period, all roadways and sidewalks must be in proper condition for vehicular, bicycle and pedestrian traffic.

The opening of utility access covers is also prohibited on any of the same streets between the hours of 6:00 a.m. and midnight, except in cases of emergency where the utility or contractor must first obtain an Emergency Authorization Number as required by section 2-07 of the Department’s Highway Rules. The planned opening of utility access covers may occur during the hours of 12:01 a.m. and 5:59 a.m. where no authorization number is required.

Please note that this embargo only applies to NYC Department of Transportation (NYCDOT) construction permits.
