2025 NYC Energy Conservation Code: What Building Owners and Design Teams Need to Know

The 2025 New York City Energy Conservation Code (NYCECC) has been adopted, introducing updated energy efficiency standards for new construction and certain renovation projects. While the code is officially in place, enforcement will not begin immediately.

Understanding when the 2025 NYCECC applies and how it impacts project filings is critical for owners and project teams planning work in 2026 and beyond.

When Does the 2025 NYCECC Take Effect?

Although the 2025 NYCECC has been adopted, enforcement is expected to begin on March 30, 2026, pending the availability of updated compliance software platforms. Until enforcement begins, the 2020 NYCECC will remain in effect.

Any changes to this anticipated date will be communicated by the Department of Buildings through official Service Updates.

How the 2025 NYCECC Applies to Projects

Whether a project must comply with the 2025 or 2020 Energy Code depends on filing timing and submission status.

New Projects: Job filings submitted on or after March 30, 2026 will be required to comply with the 2025 NYCECC.

Previously Filed Projects: Projects with complete energy submissions filed before March 30, 2026 may continue to comply with the 2020 NYCECC.

Incomplete or Modified Filings: Job filings submitted before March 30, 2026 that have an incomplete energy analysis, or that undergo a material compliance change after March 30, 2026, must comply with the 2025 NYCECC.

What Project Teams Should Do Now

With enforcement scheduled for 2026, owners and design teams should begin evaluating how upcoming filings may be impacted by the new code. Understanding submission status, anticipated filing dates, and potential design changes will help avoid delays or rework once enforcement begins.

The Department of Buildings is expected to issue additional guidance on application status and compliance requirements in early 2026.
