Milrose Consultants provided full code and zoning consulting as well as municipal permit expediting services for the multi-phased renovation of Macy’s Herald Square, one of New York City’s most iconic retail landmarks. The four-year project included a 100,000-square-foot expansion, increasing the total retail space to 1.2 million square feet and marking the first major renovation since 1932.
Operating under the 1938 building code and within one of the busiest retail corridors in the world, the project required meticulous planning to maintain store operations throughout construction. Milrose coordinated with city agencies to navigate legacy code challenges, secure all necessary permits, and ensure timely approvals.
Through proactive project management and agency collaboration, Milrose obtained initial permits ahead of schedule and successfully secured the final Certificate of Occupancy before Black Friday. The project was completed on time, allowing Macy’s to reopen its flagship doors to more than 15,000 visitors on opening day and reinforcing its historic presence at Herald Square.
