Parking Structure Inspections
Effective January 1, 2022, NYC Local Law 126 (Periodic Inspection of Parking Structures, or PIPS) requires owners of parking structures to retain a New York State licensed Professional Engineer (PE) designated as a Qualified Parking Structure Inspector (QPSI) to perform inspections at least once every six years and file a Condition Assessment Report with the NYC Department of Buildings.
The following structures are subject to this requirement:
- Buildings, or portions of a building, used for parking or storing motor vehicles, including spaces inside or beneath a structure
- Open and enclosed parking garages, as defined by the NYC Building Code
To support ongoing compliance, the six-year cycle is divided into three two-year sub-cycles (A, B, and C), assigned based on community district.
As part of the law’s initial implementation, the DOB required a one-time observation for structures within Sub-cycles B and C to be performed by or under the supervision of a QPSI, with a corresponding filing. This requirement does not apply if a full Condition Assessment Report was previously submitted.
In addition to the six-year inspection cycle, owners are responsible for conducting annual observations and addressing conditions identified in reports, which are classified as Safe, Safe With Repairs and/or Monitoring Program (SWARMP), or Unsafe.
