Code Compliance
Local Law 87 (LL87) mandates that buildings over 50,000 gross square feet undergo professional energy audit and retro-commissioning measures, as part of the Greener, Greater Buildings Plan (GGBP). This law was designed to make building owners aware of their energy consumption through energy audits, surveys and analyses of energy use, and retro-commissioning, the process of ensuring correct equipment installation and performance.
HLZAE can undertake this analysis and prepare the necessary Energy Audit report in compliance with NYC LL 87 requirements and file the report with the NYC Department of Buildings (DOB) prior to the deadline for your building. During the energy audit, our energy professionals with the necessary energy auditing and retro commissioning credentials issued by the Association of Energy Engineers (AEE) detail the building’s energy usage while identifying the systems responsible for the usage such as lighting, heating, air conditioning, etc.
Once identified, we propose ways to reduce the building’s energy usage as well as perform all the necessary calculations to delineate the energy savings associated with each energy conservation measures including a life cycle cost analysis. HLZAE will then review all available City, State and/or Federal programs/incentives that may be available to assist in financing each of the energy conservation upgrades that have been identified and file all necessary reports with the DOB.

Consider Energy Costs From the Start
A majority of a building’s lifetime energy costs are determined by early design and system decisions. Energy auditing and analysis give project teams the data they need to make smarter choices to help reduce operational spend, improve performance, and avoid costly corrections later.
Still have questions about Code Compliance?
What is Local Law 87, and which buildings need to comply?
Local Law 87 (LL87) requires buildings over 50,000 square feet in NYC to complete an energy audit and retro-commissioning process to evaluate and improve energy performance.
What is included in a Local Law 87 energy audit?
An LL87 energy audit includes a detailed analysis of building energy usage, systems like HVAC and lighting, and identifies opportunities to reduce energy consumption and improve efficiency.
What is retro-commissioning, and why is it required under LL87?
Retro-commissioning is the process of verifying that building systems are installed and operating correctly, helping improve performance, reduce energy waste, and meet LL87 compliance requirements.
When is the deadline for Local Law 87 compliance?
LL87 compliance deadlines are based on a building’s block number and occur on a rolling 10-year cycle, requiring timely audits and filings with the NYC Department of Buildings.
What are the benefits of completing an LL87 energy audit?
Completing an LL87 audit can lower energy costs, improve building efficiency, identify system upgrades, and help property owners take advantage of available incentives and rebates.
How can Milrose help with Local Law 87 compliance and energy audits?
